Born in México City, 1899. Obtained its law Degree from National University of México (nowadays UNAM) on 1926.
Participated at the Sixth International COnference of American States, the General Claims COmission (Mexico and USA) as attorney and agent, member on the Comitee of Jurist on the Draft of the Satute of the International COurt of Justice where he approached the topic of the Compulsory Jurisdiction which he promoted.
Elected member of the International Law Comission (1948), named Special Rapporteur on "Nationality including statelesness" in 1952, re-elected on 1953.
Of its period as judge on the ICJ, former President Gilbert Gillaume said: "At the Court, Judge Córdova worked with his characteristic dedication and appended to some of our decisions opinions that were subsequently a source of inspiration for his successors."
